As you can imagine this is a question I get asked a lot and I'll try my best to answer it here. The short answer is that it could be either and is completely dependent on whether manufacturers decide to round their sizes up or down. Most commonly a UK 3 will be referred to as either an EU 35 or EU 36.
What size is 35 in shoes?
The majority of the shoes available in the UK are made in EU sizes. This is then converted into the equivalent UK size. The issue here is that these sizing systems aren't directly comparable. The exact dimensions of a UK 3 (measured by foot length) as defined by ISO 19407 is 220.13mm, whereas an EU 35 is 220mm and an EU 36 is 226.6mm. As you can see, a UK 3 is only slightly larger than an EU 35.

However, to accommodate a foot length of 220.13mm (UK 3), the shoes internal length (or length of the last) would need to be between 227-239mm. The individual manufacturer will use this information to decide upon the appropriate size and/or conversion to use that will best suit their customer.
